What is the ruling on purchasing a computer with state funds for state work, if the purchase is unofficial and its price is deducted from a construction project?

It is not permissible to seize a governmental work computer, due to its violation of regulations, work rules, and contract terms, and because it leads to the loss of rights and the unlawful consumption of public funds. This computer does not enter into the possessions of the employee nor their heirs. Therefore, the employee must adhere to work regulations and contract terms, for Allah has commanded the fulfillment of contracts and the rendering of trusts.
