What is the ruling on making up 11 days of Ramadan that were not fasted due to illness, given the differing opinions of doctors regarding the possibility of fasting now?

There is no blame in breaking the fast for the sick, and they must make up the days they missed if their illness is expected to be cured, due to the words of Allah Almighty: ﴿So whoever among you witnesses the month, let him fast it; and whoever is ill or on a journey, then [let him fast] an equal number of other days﴾ [Al-Baqarah: 185]. The make-up fasts must be completed before the next begins, unless the illness persists, in which case it is permissible to make them up after the next Ramadan.
