What is the best party for multiplied charity up to seven hundredfold: the needy father, or the brother who wants to complete his house and get married, or other needy people?

If the charity is voluntary, it is best to give it to the closest relatives, starting with the closest and then the next closest, while considering those in most need. This is better than giving it to non-relatives. As for Zakat, it is permissible to give it to a poor brother, but it is not permissible to give it to one's parents according to the consensus of scholars. The maintenance of parents is obligatory upon their children if they are in need.
