Is a niqab-wearing woman who was harassed, and of whom nothing but her eyes were visible, and who was not wearing makeup or kohl, sinful?

As long as the woman adheres to the Islamic guidelines in dress and going out, she bears no sin for what occurred; because she was not the cause, rather the sin falls upon the perpetrator of that act.
