Are the difficult security circumstances that may lead to arrest or detention due to adherence to wearing a beard and a thobe considered a legitimate excuse for not adhering to the Sunnah of the Prophet (PBUH)?

The beard must be grown, and it is forbidden to shave it. It is also forbidden to let one's garment hang below the ankles (isbal). The believer must fear Allah, perform the obligatory duties, and avoid the forbidden acts. Satan frightens believers to divert them from righteousness. If the fears are real and not illusions, they may be an excuse to abandon some obligatory duties to avert harm, which is a type of compulsion. However, one must be cautious that this is not a deception from Satan.
