Is raising one's voice with tahlil and takbir or with du'a in the Sacred Mosque, in a manner that might disturb those praying and reciting [Qur'an], forbidden or permissible, especially since Allah commanded lowering one's voice in the presence of the Messenger of Allah, may Allah bless him and grant him peace, in His saying: "Indeed, those who lower their voices before the Messenger of Allah – those are the ones whose hearts Allah has tested for piety. For them is forgiveness and a great reward"?

Raising one's voice with the Talbiyah is permissible, for the Prophet, peace and blessings be upon him, said: "The best Hajj is the 'Ajj and the Thajj," and "Jibreel came to me and commanded me to order my Companions to raise their voices with the Talbiyah." As for one who enters the House, he stops the Talbiyah and begins the circumambulation (Tawaf). It is not from the prophetic guidance to raise one's voice with the Talbiyah during Tawaf, for the Prophet, peace and blessings be upon him, would cease the Talbiyah during 'Umrah when he touched the Stone. The correct view is that one does not perform Talbiyah during Tawaf or Sa'i because they have specific invocations. Loud Talbiyah during Tawaf and Sa'i is disliked so as not to confuse those performing Tawaf and Sa'i.
