Is it permissible to enter the state of Ihram from Jeddah for someone who intended to perform Umrah from Abha but forgot their Ihram clothes when traveling, then completed the Umrah and exited Ihram?

The consideration is given to the first Ihram from the Miqat and not to the Ihram of Jeddah. If a pilgrim does not find an Izar (waist wrap) on the plane, it is permissible for him to wear pants, based on the prophetic hadith. Scholars have agreed on the permissibility of wearing pants when the Izar is not available, and wearing leather socks when sandals are not available. Scholars have disagreed on the obligation of expiation: the Hanbalis and Shafi'is do not see expiation as obligatory, while the Malikis and Hanafis view it as obligatory. The more correct opinion is that expiation is not required when unable to find an Izar, based on Quranic verses that affirm God does not burden a soul beyond its capacity.
