Is it permissible for someone who could not find the Ihram garments in his country and came by plane to Jeddah to enter into Ihram from Jeddah to perform Umrah?

The ihram garments consist of an izar (lower wrap) worn by the pilgrim, and something unstitched placed over his chest. If one does not find these, it is permissible to wear trousers, though there is a difference of opinion regarding the necessity of fidyah (expiation). As for ihram, it begins from the miqat. Jeddah is not a miqat for those coming from the direction of Egypt; their miqat is Al-Juhfah or what lies parallel to it. Therefore, one must enter into ihram when parallel to it. If one passes the miqat without entering into ihram, he must either return to it or offer a dam (sacrificial animal) to be distributed among the poor of the Haram. However, if his intention is to work with the possibility of performing umrah, then ihram is not obligatory.
