What is incumbent upon a pilot who cannot perform ihram from the miqat during his flight, and wishes to perform Umrah after arriving in Jeddah and staying at a hotel? Is it obligatory for him to go to the miqat for ihram, or can he perform ihram from his hotel in Jeddah?

The basic rule is that it is not permissible for someone intending 'Umrah to pass the Miqat without entering into a state of Ihram. The meaning of Ihram is the formation of the intention and the entering into the ritual, and it does not require stripping off sewn garments. Whoever does not enter into Ihram out of necessity is not sinful. If they are unable to return to the Miqat they passed, they must go to another Miqat to enter into Ihram from there, if possible. If they do not enter into Ihram from any Miqat, a compensatory sacrifice (dam) becomes obligatory upon them, to be slaughtered in Makkah and distributed among its poor. It is permissible to appoint someone to do this or to pay its cost to trustworthy organizations.
