What is the ruling on someone who intended to perform 'Umrah, donned the ihram garments in Makkah, then removed them before reaching the Miqat and traveled?

The state of ihram is entered into by mere intention. If a person does not intend to enter into Umrah but merely puts on the ihram garments, he is not considered to be in ihram, and nothing is required of him if he removes his ihram and travels. However, if he intends to enter into ihram for Umrah, he must complete it, as Allah Almighty says: "And complete the Hajj and Umrah for Allah." He must refrain from the prohibitions of ihram and return to Mecca to complete his Umrah. If he committed prohibitions of ihram out of ignorance: whatever involved destruction (like cutting hair or trimming nails) entails one fidyah (a sheep, or fasting for three days, or feeding six needy persons). Whatever involved luxury (like wearing tailored clothes and using perfume) entails nothing. If he cannot go to Mecca, he should exit ihram as one who is prevented, by sacrificing a Hady with the intention of exiting ihram, along with shortening his hair. If he is unable to offer a Hady, he must fast for ten days. Umrah is not invalidated by intercourse committed out of ignorance, according to many scholars.
