Is it permissible to combine two prayers due to rain?

It is permissible to combine the Maghrib and Isha prayers with an early combination (Jam' Taqdim) — with one Adhan and two Iqamas — for severe rain that wets clothes and makes it difficult to repeatedly go to the mosque, for severe mud, and for a severely ill person between Dhuhr and Asr or Maghrib and Isha. Combining for rain should take place in the mosque, and it is not permissible for a group in one house.
