Does a man's delaying the divorce of his wife until he possesses the deferred dower (mu'akhkhar) that is due to the wife fall under the words of Allah Almighty: "And do not retain them intending to harm them so that you transgress"?

There is no harm in a man harboring the intention of divorce and delaying it to facilitate the wife's financial rights. This does not fall under "and do not hold them (back) to injure them and transgress (against them)," for what is forbidden is taking back a divorced woman with the intention of harming her and prolonging her waiting period. Divorce is disliked in Islamic law, and one should not resort to it unless reconciliation becomes impossible.
