The answer

Zakat al-Fitr is an obligation upon every Muslim, and it becomes due before the Eid prayer. Whoever does not find poor people around him is obligated to give it to the poor in neighboring villages. It is obligatory to hasten in giving it out before the Eid prayer. Delaying it until after the prayer makes it a charity and not an accepted zakat. It is permissible to give it out one, two, or three days before Eid, and the time for giving it out continues until the Eid prayer.
