What is the interpretation of Allah Almighty's saying, "Most hateful it is with Allah as a saying"?

The context of the noble verse: "O you who have believed, why do you say what you do not do? Great is hatred in the sight of Allah that you say what you do not do," was revealed concerning people who said that if they knew the deeds most beloved to Allah, they would do them. But when they knew, they did not do them, so Allah reproached them. The verse, in its general sense, applies to anyone who does not fulfill their promise, or enjoins good but does not do it, or forbids evil but commits it, as in His Almighty saying: "Do you enjoin righteousness upon the people and forget yourselves?" and the saying of Shu'ayb, peace be upon him: "And I do not intend to differ from you in what I forbid you from."
