Is it permissible to divide the Zakat amount between a relative and a family that needs to build a roof for their house, knowing that the second case will require the entire amount?

There is no harm in paying zakat to deserving relatives or strangers. It is permissible to divide it between them, and this is sufficient and fulfills the obligation. It is better to pay zakat to a relative, unless the need of the stranger is greater.
