Did the Messenger (peace be upon him) ever hand over any sinner, murderer, or thief who sought his protection to their country or tribe?

In this regard, we only know what has been established from the Prophet's — peace and blessings be upon him — surrender of some Companions to Quraish, in accordance with the Treaty of Hudaybiyyah, which stipulated the return of any man who came to the Muslims from Quraish, even if he was of their religion. The Prophet — peace and blessings be upon him — returned Abu Jandal and Abu Basir based on this condition. However, Abu Basir, after escaping from the polytheists, was joined by other Muslims who had fled from Quraish, forming a group that intercepted Quraish's trade caravans. This prompted Quraish to appeal to the Prophet — peace and blessings be upon him — to send someone to them, and they promised safety to whoever did so. Regarding this situation, Allah Almighty revealed: "And He it is Who has withheld their hands from you and your hands from them in the valley of Makkah, after He had made you victors over them" — until He reached — "the zeal of the time of ignorance."
