Is it permissible to feed some workers at the workplace with the intention of expiating a vow (kaffarat al-nadhr), and are they considered among the needy (masakeen)?

The expiation for a vow that one is unable to fulfill is the expiation for an oath (kaffarat ): feeding ten needy persons from the average of what you feed your own families, or clothing them, or freeing a slave. But if he finds not, then a fast of three days. This expiation is to be given to the poor and needy. If the workers are poor and needy, then it is permissible to give the expiation to them; otherwise, it is not.
