The expiation for a vow that one is unable to fulfill is the expiation for an oath (kaffarat yamin): feeding ten needy persons from the average of what you feed your own families, or clothing them, or freeing a slave. If the workers are poor and needy, then it is permissible to give the expiation to them; otherwise, it is not.
