Is expiation (kaffarah) or blood money (diyah) obligatory for someone whose car hit another person, resulting in the latter's death, even though the driver was not the cause of the accident, but rather it was by divine decree (qada' wa qadar)?

You are not obligated to offer expiation () or blood money (diyah) if you did not cause the accident through aggression (ta'addi) or negligence (tafrit), and if the traffic report proves that the deceased was 100% at fault, then there is nothing upon you. However, if there was negligence by abandoning what is obligatory or aggression by doing what is impermissible, then expiation becomes obligatory, which is freeing a believing slave or fasting for two consecutive months, and blood money becomes obligatory, which is borne by the 'aqilah (male relatives on the father's side). If the accident resulted from an authorized action, then you are not liable.
