Which is the more suitable job to choose: working in the e-commerce department of a usurious bank, or another job in a governmental company with low job stability?

If Allah has forbidden something, He has forbidden every means that leads to it, because the means to a thing is like the thing itself. Therefore, it is not permissible to work in interest-based banks or their branches if they deal with forbidden matters or if the salary is derived from them.

However, if the aforementioned department is independent from its origin in every aspect—management, funding, and direction—and does not deal with forbidden matters, then there is no legal impediment to working in it.

Compare the advantages of the company and the aforementioned department, weigh the harms, seek guidance from Allah (Istikhara), consult experts, and choose what is best for your religion and furthest from what is forbidden and doubtful.

The phrase "شاءت الأقدار" (Fates willed it) is not permissible according to Islamic law; instead, one should say: "شاء الله تعالى" (Allah Almighty willed it).
