What is the ruling on one who has intercourse with his wife during the daytime in Ramadan (while both are fasting) without ejaculation?

Merely the insertion of the glans of the penis into the woman's vagina invalidates the fast and necessitates expiation during a Ramadan day, regardless of whether ejaculation occurred or not.
