Is the interpretation of the two noble verses: "Say, 'O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful'" and "But indeed, I am the All-Forgiving to whoever repents, believes, and does righteousness" specific only to those who repent from shirk (polytheism), or does it also include believing monotheists?

Repentance is essential and important for the believer, and Allah accepts the repentance of whoever repents after having wronged themselves, and He transforms their evil deeds into good deeds. The noble verse: ﴿Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."﴾ [Az-Zumar: 53], encompasses all transgressors, whether they are believers or polytheists; for Allah forgives all sins for whoever repents from them, and no sin is excluded from this. The promise of forgiveness includes all who repent.
