Does the verse {Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, He is the Forgiving, the Merciful."} apply to one who commits a sin and persists in it, then repents and returns to it?

The verse: (Say, "O My servants who have transgressed against themselves [by committing sins], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful.") applies to every transgressor and sinner, to those who have wronged themselves and others, and to those who have exceeded Allah's limits. Allah warns His servants against despairing of His mercy and gives them glad tidings of the forgiveness of sins if they repent. Al-Sa'di mentioned in his tafsir (definition) (exegesis) that the verse is an invitation to transgressors to repent before it is too late, and that Allah forgives all sins, including polytheism (shirk (definition)), murder, fornication, and others. Similar to this is His saying, the Most High, in Surat Al-Furqan: (Except for those who repent, believe and do righteous deeds; for them Allah will change their evil deeds into good ones. And ever is Allah Forgiving and Merciful.) The exegetes have interpreted the changing of evil deeds into good ones as the erasing of sins through repentance and replacing them with acts of obedience, or changing the propensity for sin into a propensity for obedience.
