It is not appropriate for one who is able to delay the prayer of 'Isha (the night prayer) until after the Tarawih prayer, because the time for Tarawih begins after performing the sunnah prayer. However, if one were to do so, the Tarawih prayer would be valid. It is permissible to pray two rak'ahs of Tarawih with the intention of the sunnah prayer of 'Isha, or to join the Imam with the intention of the obligatory prayer ('Isha) and then complete it.

To gain the full reward, it is best to speak with the Imam so that he waits after the obligatory 'Isha prayer for the worshippers to perform the sunnah prayer of 'Isha before commencing Tarawih. If this is not possible, then the sunnah prayer of 'Isha can be delayed until after Tarawih, provided that the time does not extend past midnight, or it can be performed between the rak'ahs of Tarawih during a break, or those two rak'ahs can be prayed as the first two rak'ahs of Tarawih with the intention of the sunnah prayer of 'Isha.
