What is the directive for reconciling the hadith: "Three will never enter Paradise: the effeminate man (dayyuth), the masculine woman (rajulah), and the habitual drunkard" with the hadith of the prostitute who entered Paradise because of a dog, and the saying: "There is no god but Allah, [and whoever says it] will enter Paradise"?

The hadith is understood to apply to one who deems major sins permissible. That is, the perpetrator will not be denied entry into Paradise forever merely by committing the act, but rather by believing it to be lawful. Al-Munawi said in "Fayd al-Qadir" when explaining this hadith: "Three will never enter Paradise — its qualification here with 'never,' which, as it is said, does not admit specification, indicates that the discourse is about one who deems it permissible."
