If they have value and their owner is searching for them, they must be picked up and announced. After announcement, it is permissible to benefit from them while guaranteeing their value to their owner, or to sell them and keep the price, or to give it as charity on their behalf. However, if they are trivial and worthless, they belong to the one who finds them, and there is no obligation to announce them or guarantee their value.
