Is it permissible to set the dowry at a specific amount and penalize with an increase anyone who violates this, in consideration of the public interest?

The Sharia encourages reducing marriage expenses to facilitate it and curb spinsterhood, as the Prophet, peace and blessings be upon him, said: "The most blessed marriage is the one with the least burden," and "The best dowry is the easiest." Umar ibn al-Khattab said: "Do not exaggerate in the dowries of women." Although the Sharia did not specify a maximum dowry, as Allah Almighty says: "And if you have given one of them a qintar," reducing it is nevertheless recommended. There is no harm in a society voluntarily agreeing to set a specific dowry. However, imposing a fine on those who violate this agreement is a form of financial disciplinary punishment (ta'zir bil mal), which the majority of scholars have prohibited, while some have permitted it.
