What is the ruling on looking at people's 'awrat (private parts) without knowing the reason for this inclination?

Allah commanded lowering the gaze from what is unlawful to look at, and the Messenger of Allah, peace and blessings be upon him, forbade looking at what is unlawful and called it the adultery of the eye. On the authority of Abu Hurayrah, may Allah be pleased with him, the Prophet, peace and blessings be upon him, said: "Indeed, Allah has decreed upon the son of Adam his share of adultery, which he will inevitably attain. The adultery of the eye is gazing, the adultery of the tongue is speaking, and the soul yearns and desires, while the private parts either confirm or deny all of that."

To avoid this sin, the following is recommended: 1. Seeking refuge with Allah from the accursed Shaytan. 2. Lowering the gaze and striving against oneself not to use it in ways that incur Allah's wrath. 3. Keeping good company and staying away from bad companions. 4. Initiating marriage at the earliest possible opportunity; as the Prophet, peace and blessings be upon him, said: "O young men, whoever among you can afford to marry, let him do so, for it is more effective in lowering the gaze and guarding the private parts. And whoever cannot afford it, let him fast, for it will be a shield for him."

Looking at the private parts of others is forbidden and abhorrent, and its main drivers are following desires and the whispers of Shaytan, and it must be avoided.
