What is the ruling regarding the act of two young men who did not fast or pray, where one of them moved the penis of the other until he ejaculated, and the other touched the anus of the second without penetration until he felt the semen and then withdrew, and they are now repentant?

The two young men have done well by repenting of their heinous acts, especially committing them during the daytime in Ramadan. They must be wary of anything that might lead them to similar acts. They are obliged to repent of abandoning prayer and neglecting fasting, and they must make up for what they missed of both, while diligently seeking what absolves them. As for masturbation, it is forbidden and does not necessitate expiation (kaffarah), but rather making up the fast (qada') and repentance (tawbah). As for touching the anal opening without penetration, it is a reprehensible and forbidden act that necessitates making up the fast if it leads to ejaculation, and it does not necessitate expiation according to the preponderant opinion.
