The divorce mentioned is effective, as divorcing a menstruating woman with whom consummation has not occurred is not forbidden. As long as the husband has not consummated the marriage with the woman, nor had a valid seclusion with her, she is not required to observe an (waiting period) and is permitted to marry another man. It is advised to beware of obsessive doubts (waswasah).
