The answer

A marriage can be Islamically contracted outside the court and then registered there. However, a divorce does not require registration in court. A husband can divorce his wife in the presence of two upright witnesses, and a document can be written to that effect, provided that the wife is not divorced while she is menstruating or in a period of purity during which he has had intercourse with her, unless her pregnancy has become apparent.
