Is a verbal marriage, announced in Europe, with the intention of documenting it later in Saudi Arabia, considered a forbidden marriage?

For the validity of a marriage (nikah (definition)), the guardian (wali) and witnesses are conditions. It is not permissible for a woman to marry herself, according to the preponderant opinion. The majority of scholars stipulate the presence of witnesses and their hearing of the offer (ijab) and acceptance (qabul). However, the Malikis hold that witnessing at the time of the contract is recommended and becomes obligatory at the time of consummation (dukhul). It is not a condition for the contract to be concluded through an authorized official (ma'dhun) or to be registered, but documenting it is better for preserving rights.
