What is the legal (Shariah) ruling concerning a young man who proposes marriage to a woman who is still married to another man, and he speaks with her over the phone under the pretext of his love for her?

The prophetic hadiths indicated the prohibition of a man proposing to a woman who has already received a proposal from another man, because this leads to corruption, harm, and the incitement of animosity. It is even more reprehensible to propose to a married woman, even if she has filed for divorce and her waiting period (iddah (definition)) has not yet concluded. This act is considered corrupting the relationship between spouses and is forbidden by Islamic law. Whoever has done this must withdraw their proposal.
