What is the ruling of Islamic law regarding the rights of the wife if the husband abstains from conjugal relations with her due to psychological reasons despite attempts, and after four years of marriage and her financial support, and her desire for divorce?

If a divorce occurs, you are entitled to the rights of a divorced woman with whom consummation has occurred, including the full mahr (dowry). The husband's sexual incapacity does not prevent the validity of consummation and its consideration. What you or your family spent on the husband by way of financial support cannot be claimed back from him, unless it was given as a loan.
