Why was there no fatwa issued regarding the validity of the tawaf, even though one who has completed the rituals and returned to his country may adopt the opinion that the tawaf is valid without purity, and a compensatory sacrifice (dam) is due if affordable, and the marriage contract does not need to be renewed?

There is no contradiction between the two fatwas. The second fatwa (definition) elaborated on the necessity of renewing the marriage contract because the questioner was not ignorant of the ruling, whereas the matter was eased in the first fatwa because the questioner was ignorant. Renewing the contract is not a divorce and does not count as one divorce; rather, it is the more cautious and blameless approach.
