Is it a condition for the marriage contract to be conducted in court, given that the two parties are from different countries and work in a country other than their own, which causes great hardship when awaiting the official contract?

It is not obligatory to contract marriage in a Sharia (definition) court. Rather, it is valid if both spouses consent to it, and it is conducted in the presence of the woman's guardian or his representative, along with two just witnesses, and a formula indicating the contract. If these conditions are met, the couple may marry at any time. It is preferable to document the marriage to preserve rights and prevent disputes. Obedience to the ruler is obligatory if he commands it for the public interest.
