Is it permissible to obey a disobedient father, especially if he is absent from the care of his family and their responsibilities?

Obeying and honoring one's parents in what is good is among the most emphasized duties, whether the parent is a Muslim or a disbeliever, and whether they fulfill their children's rights or neglect them. Therefore, one must honor and obey the parent as long as it is within the bounds of the Sharia (definition).
