Is it obligatory to fast if the next Ramadan arrives and the missed days have not been made up, and is intention the most important aspect of fasting?

Whoever delays making up for missed days of Ramadan (definition) until the next Ramadan arrives, without a valid excuse, commits a sin. It becomes obligatory upon them to make up for those days along with paying an expiation of feeding one poor person for each day. As for whoever delays it due to an excuse, there is nothing upon them except to make up for the missed days. It is obligatory to hasten in making up the days that were not fasted before the next Ramadan enters, as long as there is ability. If one is unable to make up the days before Ramadan due to illness or the like, there is no sin upon them, and they should make them up after Ramadan without expiation.
