Is it permissible to give the expiation for delaying the making up of fasts to a needy widowed maternal aunt, and to a maternal uncle who is employed but whose salary is insufficient and who supports children studying at university? And what is its value and how is it to be given out?

Whoever delays the make-up (qada') of Ramadan (definition) due to a valid excuse is only required to make up the fasts. As for whoever delays it without a valid excuse, the majority of scholars hold that they are required to make up the fasts along with expiation (kaffarah (definition)). Other scholars are of the view that only making up the fasts and repentance are required. The expiation consists of feeding one poor person for each day, and its amount is approximately one and a half kilograms of the staple food of the country. It can be given to needy relatives.
