The answer

If a girl menstruates at nine years of age or older, she is considered an adult and is bound by the rulings, such as prayer and fasting. She must make up for the fasts she missed in due to menstruation. She is not obliged to obey her mother if her mother orders her to abandon making up for the fasts, because there is no obedience to a creature in disobedience to the Creator. She should explain the Sharia ruling to her mother gently and respectfully.
