Allah Almighty has made fasting obligatory upon every sane, mature, present, and healthy Muslim. So, whoever witnesses the month, let him fast it. The questioner is obligated to fast Ramadan in the country he is in, whether it is in his place of study residence or in his home country, as long as the conditions apply to him.
