The answer

Marriage is recommended for whoever needs it and can afford it. If one cannot afford it, then it is recommended for him to forgo it and curb his desire by fasting. The Prophet, peace and blessings be upon him, said: "O young people, whoever among you can afford to marry, let him do so, for it helps him lower his gaze and guard his chastity. And whoever cannot afford it, let him fast, for it will be a shield for him." Therefore, marriage is advised when one can afford its expenses, or if the girl waives some of her rights. Allah helps whoever marries with the intention of guarding his chastity.
