What is the ruling on someone who traveled during Ramadan and completed their fasting with the people of the country until their fast reached 31 days, then broke their fast on the 31st day due to travel? Is he required to make up for that day? And is he required to break his fast if he arrives after Dhuhr in his family's country where they are celebrating their Eid?

Whoever breaks their fast in due to a legitimate excuse must make up for those days. If they arrive in a country where its people are not fasting, they must also break their fast with them. However, if one travels before dawn, nothing is required of them, as the ruling of fasting does not apply to them before the dawn breaks.
