Is it considered hypocrisy to relax one's hijab in a non-Islamic country?

A Muslim must adhere to his religion and is not permitted to compromise any part of it to please people, for "whoever seeks the pleasure of people through the displeasure of Allah, Allah will entrust him to the people." It is not permissible for a Muslim to reside in a land of disbelief if he cannot adhere to his religion, and he is obligated to leave it as soon as he is able. However, if he is compelled to reside there for dawah (inviting to Islam) or to acquire knowledge that is not available in Islamic countries, there is no objection to that. In this case, it is permissible for a woman to uncover a part of her hijab (definition), such that it does not exceed the face and hands. This is not considered hypocrisy but rather a consideration of benefit and an avoidance of harm.
