Is it permissible for a committed Muslim girl to love a foreign young man?

Islam prohibits any relationship between a man and a non-mahram (definition) woman except through legal marriage. If love enters a girl's heart without her seeking it, and it does not lead to anything forbidden like seclusion (khalwa (definition)) or committing indecencies, then there is no blame upon her for it. However, if this love leads to meetings, seclusion, or worse, then it is haram (definition) (forbidden).
