The answer

It is not permissible to invoke Allah's mercy upon disbelievers (Kuffar), nor to dedicate the reward of the Qur'an to them, nor to recite Al-Fatihah for their souls. Rather, one must take heed from their destiny and remember the Hereafter when passing by them. The Prophet, peace and blessings be upon him, said to the Bedouin: "Wherever you pass by the grave of a polytheist, give him tidings of the Fire."
