The intention of a Muslim in selling them is irrelevant; thus, he is not permitted to be a drug or alcohol dealer, no matter what his objective. If a Muslim enters non-Muslim countries through official channels, he has given them a pledge not to deceive them, harm them, or take their money unlawfully. The jurists have reached a consensus that "If a Muslim enters the land of war with a guarantee of safety or a truce, it is forbidden for him to expose himself to anything of their blood, wealth, or chastity; for Muslims are bound by their conditions."
