Is it prescribed for the ruler to mandate the hijab for Muslim and non-Muslim women, and to enact a law that punishes those who violate it?

Among the priorities of a Muslim ruler is to preserve the religion and the nation from error. Displaying one's adornments (tabarruj) is a serious matter, and its harm extends beyond the woman herself. Changing evil by hand is for the ruler or their deputy, not for individuals. The hijab (definition) is an obligation for a Muslim woman, and the ruler must enforce it upon Muslim and non-Muslim women alike, because the awrah (private parts) of a free dhimmi woman is like the awrah of a free Muslim woman.
