What is the ruling on the government obliging Muslims to perform acts of worship or religious requirements such as covering the 'awrah and prayer, and what is the ruling on the opinion that prohibits any institute from obliging its Muslim female students to wear the khimar or the hijab that covers the 'awrah?

The imposition of hijab (definition) on Muslim women by the ruler has been previously explained. Rulers must prevent the unveiling of awrat (private parts) and prevent women from going out adorned. They must also mandate hijab for female students in educational institutions. This falls under enjoining good and forbidding evil. More importantly, the ruler must compel the subjects to establish prayer, for it is the pillar of the religion. The muhtasib (market inspector/enforcer of public morals) must enjoin the five prayers and punish those who abandon them, as they are the greatest and most important rituals of Islam.
