Is it prescribed for the ruler to mandate the hijab for Muslim and non-Muslim women, and to enact a law that punishes those who violate it?

Among the priorities of a Muslim ruler is to preserve the religion and the nation from error. Displaying one's adornments (tabarruj) is a serious matter, and its harm extends beyond the woman herself. Changing evil by hand is for the ruler or their deputy, not for individuals. The hijab is an obligation for a Muslim woman, and the ruler must enforce it upon Muslim and non-Muslim women alike, because the awrah (private parts) of a free dhimmi woman is like the awrah of a free Muslim woman.
