The killer of a Dhimmi (non-Muslim citizen under Islamic law) is obligated to pay blood money (Diyya) and an expiation (Kaffara), just like for a Muslim. The expiation is the freeing of a believing slave; if one cannot be found, then fasting for two consecutive months, based on the Almighty's saying: "And if he was of a people with whom you have a treaty, then blood money is to be handed over to his family, and the freeing of a believing slave. And whoever does not find [one], then a fast of two consecutive months as repentance from Allah. And Allah is Knowing and Wise." The blood money for a Dhimmi is half the blood money of a Muslim. If the incident was unintentional and there was no negligence involved, then the one who caused it bears no liability.
